Conformément à la décision du Président Sarkozy à la suite du sommet social de février dernier, un crédit d’impôt exceptionnel a été mis en place pour les ménages les plus affectés par la crise économique. Par ailleurs, les contribuables dont le revenu imposable par part est compris entre 11 673 € et 12 475 € (début de la tranche marginale à 14 %) bénéficient d’un allègement dégressif.

Donner à la mesure un effet immédiat sur le budget des ménages. Plus de 1 200 000 contribuables qui relevaient de la tranche d’imposition à 5,5 % au titre des revenus de 2007 ont ainsi bénéficié, dès le mois de mai, d’une réduction anticipée de leurs versements (suppression du second acompte provisionnel ou interruption des prélèvements pour les contribuables mensualisés).

A l’occasion de l’envoi des avis d’imposition, plus de 4,3 millions de foyers supplémentaires percevront l’effet de cette mesure. Au total, près de 5,5 millions de foyers fiscaux bénéficient d’un gain de pouvoir d’achat de près d’un milliard d’euros.

Eric Woerth a souhaité par ailleurs que le dispositif soit clair et bien compris par les Français. C’est pourquoi, le ministre a adressé avec les avis d’imposition une lettre aux différentes catégories de contribuables concernés par la mesure afin de leur préciser les modalités de mise en œuvre de la mesure en fonction de leur situation. Le crédit d’impôt exceptionnel est également expressément mentionné sur l’avis d’imposition.

Enfin, le Ministre a porté une attention particulière à la situation des contribuables qui avaient bénéficié de la mesure au mois de mai et qui ne sont pas éligibles compte tenu de leurs revenus en 2008 et de l’évolution de leur situation. Il a ainsi décidé de faire bénéficier les 150 000 contribuables d’une mesure exceptionnelle d’étalement de leur impôt sur six mois ce qui permet de lisser dans le temps la régularisation.
